Raven coinc windows now global parameters

Brandon Piotrzkowski requested to merge brandon.piotrzkowski/gwcelery:ravenwind into master

Now putting RAVEN time windows in conf/__init__.py so that they are passed as global parameters just like the various far thresholds instead of existing just in raven.py. This puts them in a convenient place to view/change/add to at a later date.
