In addition to default PE, start quick PE specialized to BNS signal for BNS events.

This quick PE is now being reviewed https://git.ligo.org/pe/lalinference-review/wikis/O3_Quick_BNS. The technical note on this technique is https://dcc.ligo.org/LIGO-T1900407.

Before merging this, we need to do the following tasks.

  • Upload ROQ basis in the appropriate location.
  • Determine the naming convention of skymaps from default PE and quick PE.
