requirements.txt: Downgrade lalsuite to 6.54 since lalinference_pipe in 6.59...

requirements.txt: Downgrade lalsuite to 6.5.4 since lalinference_pipe in 6.59 has a minor bug, which breaks automatic parameter estimation and is fixed by this request.
