Update ligo-followup-advocate version to 1.1.2

This version fixes the bug where sky maps aren't found by ligo-followup-advocate due to controlling the versioning at the end the filename (e.g. bayestar.fits.gz,0). This occurred because those are the filenames reported in the VOEvent, which is where ligo-followup-advocate gets the filenames.
