Use RAVEN circulars if EM_COINC

Since we plan to create update circulars using the online flask app, we can block the creation of an update circular when issuing the GCN update notice (to avoid confusion). Plus there is no easy way to indicate the correct type of update circular (the default is to create a circular updating sky localization, p_astro, and em_bright).
