Trigger RAVEN alert only for the first coincidence

This is part of the design discussed at the MIT f2f meeting. Here we trigger the alert pipeline (by apply EM_COINC the the preferred event) only for the first coincidence, blocking this from being triggered by requiring the EM_COINC label not to be applied to the superevent yet.
