RAVEN_ALERT launches preliminary alert

  • Tell SEM to launch alert from raven by applying RAVEN_ALERTT to g-event
  • Launch an alert if RAVEN_ALERT applied to g-event by applying ADVREQ and EM_Selected
  • Write tests

Do not merge this until ready to enable RAVEN alerts fully
