WIP: Validate Notice E-mail

Method to validate the notice e-mail from GCN system. Taking into account that IMAP server does not provide the UIDs in IDLE responses (this is not part of the protocol - see issue here) the method recognizes that something has changed in the mailbox by listening for the VOevent. From tests, the search in the mail inbox takes just a few seconds with a subsequent logout.
