WIP: Integrate rapidpe

add RIFT workflow This should be after !648 (merged).

  • Solve an environmental issue. Now gwcelery's base environment is ligo-py36 conda environment. Can we add RIFT into this environment?
  • Determine what to be uploaded. It it going to use PESummary?
  • Check whether the current computational resources are enough for PE. Should we add more nodes to online-PE dedicated nodes?
