Prepare RAVEN for MDC events

Brandon Piotrzkowski requested to merge brandon.piotrzkowski/gwcelery:ravenmdc into master

Fix potential future bug where acceptance would fail using the RAVEN pipeline because of the assumption that all superevents start with 'S', even though MDC superevents start with 'MS'. Also make the same changes for external events.
