make superevent process new and complete G events

Deep Chatterjee requested to merge deep.chatterjee/gwcelery:make-superevents-faster into master

The current behavior of the superevent manager processes new and all of the completeness labels. This is changed to new type and only the label which completes the event.

  • This does not affect the public alert sending since we only consider complete events.
  • This does not affect subthreshold data products being available, since EM_READY is applied only when the preferred event is complete.
