Launch separate searches for subthreshold GRBs

Based on the request of the Fermi and Swift pipeline leads, this lets us use separate coincidence windows for when searching for subthreshold GRBs (Fermi: [-1, +11] s; Swift: [-10, +20] s). We will launch separate searches for these and filter based on the search field (GRB vs SubGRB; note this functionality is being added by lscsoft/raven!54 (merged)) and pipeline.
