Get official sky map for Fermi SubGRB events

Brandon Piotrzkowski requested to merge brandon.piotrzkowski/gwcelery:subgrbskymap into master

Currently we get errors when trying to grab sky maps for SubGRB events since this functionality is lacking (see sentry error.)

This adds this ability by getting the URL from the GCN notice (only true for SubGRB events not GRB) and uploading both a .fits and .png file.
