Skip detchar checks for events which occur in the future

This skips the check if the event time is in the future. The second check (when the superevent is frozen) should still proceed as normal, which will annotate the GraceDB superevent for human analysts.

Before deployment, make sure gstlal's early warning pipeline performs the same checks:

• gating
• observation and injection bits in both LIGO and Virgo state vectors (details here: https://git.ligo.org/emfollow/gwcelery/-/blob/master/gwcelery/conf/init.py#L240-293)
