Change threshold to consider a GRB for RAVEN; Fixes #394

This MR fixes a bug where the threshold to consider a Fermi GRM for RAVEN is given incorrectly between 0-1, as opposed to percentages used in GCN notices. A test is added to make sure this works as intended.
