Optimized the superevents method, refactored fetching event info

Deep Chatterjee requested to merge deep.chatterjee/gwcelery:superevents-query into master

Using the query kwarg of superevent method to only fetch superevents in the neighborhood of the event gpstime. This fixes #24 (closed). Also refactored fetching of event information from gracedb for update type events so that gracedb is polled only once.
