Signal speed of gravity measurement manuscript for high significance coincidence

This MR triggers that a speed of gravity measurement manuscript should be created for a given coincidence via applying the SOG_READY label.

This is done by waiting for a the necessary labels that indicate a RAVEN alert was issues, sky maps are available, and a VOEvent has been created. Then a set of publishing conditions are checked included:

  • The GW FAR is less than 1/1000 years
  • The joint FAR is less than 1/10000 years
  • This external event is a high significance GRB and a member of our MOU partners
  • The GW event is a CBC.
