Integrate MLy into superevent manager

Cody Messick requested to merge cody.messick/gwcelery:mly_initial_integration into main

Title is self describing. A future merge request will add MLy to the public alerts, we need a skymap from the pipeline before we can perform that integration. Currently the duration of the event and the SNR are dummy values, the MLy team has been contacted for help with these fields.
