Get trigger ID for INTEGRAL notices from IVORN; fixes #437

This MR addresses #437 (closed) by getting the ID from the IVORN, which seems to be consistent among different external events that represent the same GRB.

This change should be reverted if we find INTEGRAL fixes their GCN notices.
