New method in gracedb.py to update superevent times

Deep Chatterjee requested to merge deep.chatterjee/gwcelery:kwargs-in-updateSuperevents into master

Renamed the set_preferred_event task to update_superevent to be a complete wrapper around updateSuperevent method to update the superevent start and end times along with preferred event. This is helpful when updating the time window.
