Use canonical names for two dependencies

This MR updates pyproject.toml to use the canonical names for two dependencies; these packages formally define themselves using underscores, not dashes.

Rebased locally to deal with conflicts, and squashed it all down to one commit since it simplified the rebase and we'll squash it at merger anyway.
