Get version numbers of downloaded files for voevent

Closes #460 (closed).

This MR changes earlywarning_preliminary_initial_update_alert back from a function to a task, and reworks both it and earlywarning_preliminary_alert a bit to preserve the filename (with version number) returned by gracedb.upload in the beginning of the earlywarning_preliminary_alert canvas.
