Update p_astro import for new namespace layout

This MR updates the imports for ligo.p_astro to accommodate the new package layout. see Restructure project into a single namespace (lscsoft/p-astro!42 - merged).

ATOW this is Draft until Restructure project into a single namespace (lscsoft/p-astro!42 - merged) is finalised.
