In the celery pod if igwn-alert connection is broken the listner is not restart nor the pod

It happen in the deployment that the igwn.alert connection is lost.

• need to delete/restart the pod associated with the celery queue to restart the alert pipeline

Need to:

• investigate the reason of the lost connection
• find out why the igwn-alert listen is not restarted
• make sure that the pod (or the connection) is restarted in case of a failed connection
