Add back in dynamic versioning

  I don't have a clear way to add back in dynamic versioning yet, so going to create an issue to add this back in sometime in the future.

  Although we don't use poetry here at the moment, consider changes similar to gwcelery!1518 where we need to somehow grab the version from the changelog and commit hash, or tag if available.

I'm not as worried about this issue compared to others, so if this is still undone close to the next milestone deadline then this could be pushed to the release afterwards.
