The contents of em_bright files have changed and this addresses those issues. Note that this issue has caused recent graceDB events to fail to report em_bright values in recent circulars (e.g. https://gracedb-playground.ligo.org/apiweb/superevents/S190320r/files/preliminary-circular.txt,0 ). After this merge this should be fixed.
