Draft: adding sphinx-material to repo

Hi,

This is a work in progress. I'm embedding sphinx-material inside the user guide repo because I needed to fork the project entirely to make changes to the theme colors and if I'm keep making modifications, it's better to have the repo embedded. What do you think?

This commit allows to add custom colors. Right now, I set the custom color to be the same as in the IGWN Computing guide. It's #43749d.

There's more to be done to make it look the same, but I wanted to make this PR to get feedback from the group. In particular, I have a few questions:

  • How do you prefer the contributions? Merge request from the same repo/different branch? Or pull request from external repo?
  • Do you want to have the sphinx-material theme as a folder inside this project or as a separate project? I could not make it work as a separate project. There is an attempt here but I made the repo private and it can't clone from the test container and all the tests failed.
