lalpulsar_MakeSFTs: test edge case of SFTs ending right on a frames boundary

- @evan-goetz this should fail on my branch (equivalent to master before your fix) but pass once merged into your branch
PS: I've added some more commandline echos in the script throughout, which were helpful in debugging, and are consistent with other lalpulsar test scripts I think.
