Added DRMI state to finesse-ligo
Added a DRMI state to finesse-ligo which is useful for modelling the lock aqcuisition proccess.
Also added unit testing for DRFPMI_state
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 29 October 2024 starting at approximately 9am PDT.
