add exception_on_lock_fail option to DARM_RF_to_DC action
Adds and exception_on_lock_fail option to the DARM_RF_to_DC action to prevent an exception from being raised if the DC lock fails. This is just like what's currently in InitialLock.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 29 October 2024 starting at approximately 9am PDT.
