GitLab now enforces expiry dates on tokens that originally had no set expiration date. Those tokens were given an expiration date of one year later. Please review your personal access tokens, project access tokens and group access tokens to ensure you are aware of upcoming expirations. This MR updates the thresholds for the flags L1:DMT_XARM_LOCK and L1:DMT_YARM_LOCK to be 4000, rather than 7500. The change in transmitted power prompting this change in threshold was first noticed by @robert.bruntz in issue https://git.ligo.org/computing/helpdesk/-/issues/3264#note_656725.

The choice of 4000 was based on a survey of several times when the interferometer was locked. 4000 was found to be sufficient to capture all times when the IFO was locked, e.g., https://ldvw.ligo.caltech.edu/ldvw/view?act=getImg&imgId=346783
