Install move xml r

John Zweizig requested to merge john.zweizig/dmt-runtime-configuration:install-move_xml_r into main

The move_xml_r script is used to copy the redundant dq-xml segment data from the local cache directory (/var/spool//dmt-triggers/...) to the share file system (/gds/dmt/triggers/...). I have modified the automake configuration to install this script in $HOME/scripts/.
