OMC DCPD overflows moved to IOP model, FEC-179

As discussed on the DetChar call and Mattermost, the LHO OMC DCPD overflows are now monitored in a different model. Relevant alogs are under https://alog.ligo-wa.caltech.edu/aLOG/index.php?callRep=69376 . Instead of using all eight ADCs, we'll just use one ADC from each DCPD, which should work well enough and is similar to the configuration already running.
