Omega_HOFT: Change the enable state to bit 0 (calib_ok) of gds-calib_state_vector[_test]

Change the enable state in the Omega_HOFT (online h(t) glitch finder) to use bit 0 (calib_ok) of the CALIB-STATE_VECTOR channel.
