move_xml: remove copy to segdb server

This MR removes the code from the move_xml script that copied the dqxml files to the segdb server at caltech. The dqxml data are now pulled (rsync copy) from the /gds file system under the control of the segdb server so the copy by the move_xml script is no longer necessary.
