Create threads in the start() method rather than the create()
method, so that if the bootstep is stopped and restarted, a fresh
thread is created.

Fixes #397.

This reverts commit 1ad6900c.

The `master_doc` variable in `doc/conf.py` was accidentally
renamed to `main_doc` in #356. It is a Sphinx configuration
variable and is not related to the name of the main branch.

Instead of reverting it back to `master_doc`, rename it to
`root_doc`, which is the new name of this variable in Sphinx 4.
Consequently, we also now depend on Sphinx >= 4.

The intersphinx URL for the `requests` package was broken by #356.
It was a redirect anyway, so update to using the new target URL.

There are no more eternal tasks. The LVAlert listener is run as
a bootstep, embedded in a worker.

According to
https://docs.celeryproject.org/en/stable/userguide/periodic-tasks.html?highlight=periodic#entries,
since we are adding periodic tasks in a callback in a task module,
we need to use the `on_after_finalize` signal, rather than
`on_after_configure`.

I also had to make some small changes to the app finalization that
I worked out by trial and error.

Fixes #363.

Looks like this page has moved.

The dev dependencies include flower (for monitoring) and ipython
(for interactive shells).

The flower console was not working because flower was not
installed on the cluster.

Editable installs to the user site packages directory do not work
for PEP 517 packages. See https://github.com/pypa/pip/issues/7953.

Modern versions of pip install to the user site-packages directory
if the system site-packages directory is not writable.

Pinning the conda environment makes the installation fully
reproducible and prevents breakage due to stealth updates to the
underlying system site-packages.
