Amplify

Yun-Jing Huang requested to merge amplify into main
  1. Use amplify element and variance gain (see mkmultiband in gstlal/python/pipeparts/condition.py and audioresample_variance_gain in gstlal/python/pipeparts/transform.py)
  2. Remove coeff_map usage from adder.
