Enable multiple tags
This enables passing multiple tags for each metric and filter them in the multiple ways.
To be indicative of this feature, I also changed the way "tags" in inspiral.yml items are parsed. (tag -> tags)
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
