All range functions are modified to take a `detection_snr` keyword argument
which defaults to the standard detection SNR of 8.

increase max redshift in find_root_redshift

increase the maximum redshift in find_root_redshift from 100 to 1000
since CE and ET can have redshifts greater than 100

make sure to return a scalar if the input is a scalar.

This is in response to an apparently change to the astropy z_at_value
function, which apparently now expects to be able to provide an iterable
for the function input.

The O2 1.4/1.4 "distance tool" value has always not agreed.  it's unclear
why.  But we want to use this as a deployment test, which we want to
succeed nominally, so we just tweak this one value to let it succeed.

clean up some error handling code, particularly for when using the
"distance-tool" reference,.  Make sure the cur and ref both use the same
waveform algorithm.  also add a fast-fail option.

Uses NDS to pull C00 data, and calculate spectrum using standard
parameters.
