Adds noises_forward to noise budgets and some plot settings

Adds and addition list for noises that forwards them into an upper level budget. This is useful for seeing sub-noises without independently analyzing sub-budgets. It also allows for more freedom in constructing trees of calibrated noises.

It also adds some settings to the plotter to allow db units and power spectra plots. These features are used in the quantum update.
