update Voyager FC input coupler and detuning

Update the Voyager filter cavity detuning and input coupler. It's not very significant but does improve the total noise by a little more than 5% and the quantum noise by a little more than 10% around 30 Hz.

Sorry it took me so long to get to this. This is updating the parameters using the values from computeFCParams, I guess? Looks good to me.

@jameson.rollins I'm not sure how to get this MR merged. The merge button is blocked because of the noise change. When I try to re-run the pipeline to pick up the approval, nothing seems to happen. Any ideas?

Yes, it must have been some weird transient. Third try has fixed it.
