Update aLIGO.yaml parameters

Christopher Wipf requested to merge 23-suspension-thermal-noise-aLIGO into master

I've gone through the matgwinc IFOModel and tried to grab the latest numbers for everything. It'd be great if another set of eyes can check this (or if @jameson.rollins has an IFOModel comparison function to put to work here).
