Update aLIGO.yaml parameters

I've gone through the matgwinc IFOModel and tried to grab the latest numbers for everything. It'd be great if another set of eyes can check this (or if @jameson.rollins has an IFOModel comparison function to put to work here).

I'll trust that these values are more accurate than what we had before. Otherwise the changes are straightforward.
