Remove carrier density noise from pygwinc

Based on the new calculation with Debye screening from arXiv:2003.05345, there appears to be no plausible scenario where this noise will affect the design of GW interferometers. Koji estimated the noise is below 1e-28/rtHz for Voyager, as did Florian Bruns (lead author of arXiv:2003.05345). It's also negligible for ET, as discussed in the paper.

  • Rather dramatic change. We're confident enough in this new analysis to completely purge all this code entirely? There couldn't be some other plausible material where this type of noise might be more significant for something like CE?

    I guess if the calculation is correct but the noise is insignificant I guess I don't see the harm in keeping it. We could just not use it in the existing budgets, to eliminate the calculation cost.

  • Any noise model we distribute in gwinc needs to have some constituency of people who care about it, and will put in the work to maintain it. There's an infinitude of thermal noise mechanisms out there that none of us believe to be important, and they remain unmodeled. We added this one to gwinc because it looked relevant to Voyager, before there was any complete published analysis. It now looks like that was premature.

    Nobody has measured any CD noise, so it's hard to be 100% confident in any analysis. However, the existing gwinc model (which ignores Debye screening) appears very likely to be wrong and misleading, so it merits removal.

    I'm not for completely entirely purging the code, of course. It'll remain in the git history and, if the need arises to resurrect CD noise, we can refer to it there.
