Update coating parameters for aLIGO and Aplus

Hey @nicholas.demos thanks so much for the patch. Before we merge can you remove all the comments from the changed values? They're not needed and just end up cluttering the code. Describe the change, including the reference in the git commit log and that should be sufficient. Thanks!

For my clarification, the existing values come with the comment:

... # Ta2O5-TiO2 from 2020 LMA https://iopscience.iop.org/article/10.1088/1361-6382/ab77e9

but the new values are also citing that same reference. Is the existing citation incorrect? Why are the values being changed if the citation for the values is not being changed?

I don't see this reference in master. I changed the values, and added that reference line on my fork.
