Standardizes Newtonian noise calculations among all of the canonical interferometers.
* The Newtonian noise sub-budgets with Rayleigh wave, body wave, and infrasound were moved from the CE __init__ files into noise.newtonian.py

    Added 10 mrad of phase noise to Voyager yaml file consistent with
    references elsewhere. The budget was failing without that.

    Moves the Quantum budget definition into quantum.py for everything
    except aLIGO which doesn't have a filter cavity.
