Rebuild library to use GWOSC's eventapi

Ghost User requested to merge github/fork/duncanmmacleod/eventapi into master

This PR rebuilds this library to use the new GWOSC JSON eventapi to access catalogue and event information. This constitutes a major rewrite of the package.
