change threshold for seismic tags

Anruad suggests that the threshold on the EQ BLRMS channel should be adjusted: Arnaud suggests 0.6um/second for LLO Maybe more like 0.3 um/ second for LHO.

(Or another idea, both around 500 nm/sec)

Provocative question: why should the LLO threshold twice as high as the LHO threshold?

Niko, Arnaud and I were looking at a particular EQ from Asia where the z axis motion at LLO was twice what it was at LHO, which Arnaud says is typical because of the difference in the ground at the two sites. You might be implying that LHO should be able to withstand the same kind of ground velocities as LLO.... sure...

I think it would be fine to make the thresholds the same. In the same conversation we agreed that we would prefer to over tag rather than undertag things like this.
