Create tag for FSS

After finding several fast unknown locklosses coincide with the FFS unlocking/ oscillating, I have suggested adding a tag to look for H1:PSL-FSS_TPD_DC_OUT_DQ going below a threshold of 3 within 0.1s of lock loss.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information

Attached image of channel H1:PSL-FSS_TPD_DC_OUT_DQ oscillating at time of lockloss, this doesn't seem to happen when we know the cause of lockloss, e.g. EQ.
