LHO refined time during earthquake(s?) not accurate

See example for this lockloss : https://ldas-jobs.ligo-wa.caltech.edu/~lockloss/index.cgi?event=1246960366 The power on the AS port fluctuates from the earthquake induced motion, and goes above the refined time threshold. The real lockloss refined time should be around -1 seconds instead.

Also (probably should open a different ticket), none of the LSC/ASC plots show up on this lockloss
