QUAD stage saturation limits in LLO lockloss

As far as I can tell, the QUAD saturations aren't showing up in our locklosses, even though they clearly saturate when looking in ndscope. An example lockloss where this happens is lockloss 1361322387. I suspect that maybe the limits haven't been set properly, all four stages (M0,L1,L2,L3) of all four QUADs (ITMX,ITMY,ETMX,ETMY) have 20 bit DACs and therefore the limits should be +/-524288cts.
